New Hampshire
The priority focus of NECC's work in New Hampshire is on defining a comprehensive, coherent system for school and district support. Year 3 represents a follow-up to the year 2 meeting which laid out the initial map of system components and highlighted areas of overlap and gaps in support services provided by the state. The long-term outcome is to put into operation a coherent system that optimizes the achievement of each child and is integrated with other department initiatives. To enhance state services to schools and districts, NECC provided training and guidance for a cadre of facilitators working with district teams participating in the 2007 Literacy Leadership Institute. Additionally, NECC is completing the transition of responsibility for delivery of a root cause analysis course to Department staff, providing coaching and consultation as Department personnel refine their skills in course delivery.
The New Hampshire Alignment and Coordination project continues the collaboration begun in Year 2 in response to a request from the leaders of the New Hampshire Department of Education (DOE). They recognized a need to improve communication across the department as a means to enhance department activities. In Year 2, NECC convened three meetings of DOE staff to map their monitoring activities across offices. In Year 3, similar strategies will be used to coordinate and align technical assistance and professional development services provided by the department.
The New England Comprehensive Center's work with the New Hampshire DOE is the subject of an article "Working Sma-tah, Not Ha-dah: Building Internal Capacity to Improve New Hampshire Department of Education's System of Support" in the Center for Innovation and Improvement's October 2007 Handbook on Statewide Systems of Support
(Redding and Walberg, Editors).
Now that the New Hampshire Literacy Action Plan has been completed and approved, with the assistance of NECC literacy experts, the Center will be offering assistance to the state in the design of dissemination and implementation strategies to encourage use of the tools and guidance compiled in the document to create local literacy plans across the state.
