Connecticut

NECC’s current work with the Connecticut Department of Education (CDE) focuses on systems of support for highly mobile student and English language learners (particularly in districts with small numbers of English language learners). In collaboration with the CDE Title III Consultant and members of the Connecticut Administrators of Programs for English Language learners (CAPELL), NECC staff assist in developing and accessing resources and facilitating workgroups on instruction, professional development, and family and community engagement. The Center also assists the CDE in reviewing the rate, nature, and impact of student mobility in high-priority districts and in developing strategies to incorporate this issue in district improvement plans.

Previous Center work with the Connecticut Department of Education included developing a guidance document on formative assessment. Connecticut’s Initiative to Support a Comprehensive Assessment System: Guidance for Implementing Formative Assessment at the District Level, and an accompanying annotated bibliography for teachers and administrators were highlighted on the Chief Council of State School Officers website.

In other previous Connecticut work, NECC supported planning and facilitated workshops at a statewide forum on School, Family, and Community Partnerships. The keynote speaker, national expert Dr. Joyce Epstein, reflected on the enormous changes in the field of family and community involvement.

Policy Challenges Conference: Bridging Research and Practice: Effective Literacy and English Language Instruction for English Learners in the Elementary Grades

The NECC and the Regional Educational Laboratory Northeast and Islands co-hosted a conference on effective literacy practices for elementary level English language learners. University of California (Irvine) Humanities Professor Dr. Robin Scarcella, one of the primary authors of the Institute of Education Science's Practice Guide Effective Literacy and English Language Instruction for English Learners in the Elementary Grades, delivered the keynote address, followed by a panel discussion on implications of the Practice Guide's reccommendations. Participants also attended workshops on resources and research on English language learners.
